American Rescue Plan Act (ARPA)

Allen County has been allocated $73,000,000 in State and Local Fiscal Recovery Funds. These funds are a component of the American Rescue Plan Acts passed by Congress in March 2021. Per the act, Allen County has substantial discretion to use the award funds in the ways that best suit the needs of our community and constituents - as long as such use fits into one of the following four statutory categories:

  1. To respond to the COVID-19 public health emergency or its negative economic impacts
  2. To respond to workers performing essential work during the COVID-19 public health emergency by providing premium pay to such eligible workers of the recipient, or by providing grants to eligible employers that have eligible workers who performed essential work
  3. For the provision of government services, to the extent of the reduction in revenue of such recipient due to the COVID-19 public health emergency, relative to revenues collected in the most recent full fiscal year of the recipient prior to the emergency
  4. To make necessary investments in water, sewer, or broadband infrastructure

Recovery Plan

Allen County is required to regularly report on the uses of funds.

As of summer 2023, all ARPA funds have been appropriated by County Council.

Water/Sewer/Stormwater Grants

The Board of Commissioners received water, sewer, and stormwater project grant requests form public utility agencies. After making the list of potential grant awards available for public review and feedback in early September 2023, the Board of Commissioners have finalized the list of grants.
